There is no good American car under 16K. It would even be hard to find a Japanese car for under 16K that is decent these days.

The best warranties out there come from Hyundai (10 year / 100K miles) and possible Dodge/Jeep/Chrysler since they have some sort of limited lifetime powertrain warranty.

The way I see it warranties cost more money than they are worth and there is no way you can justify paying $16K for a car that likely is going to have the warranty expire before the first major tune up. If you paid a couple thousand dollars you could get a 1992-1995 Honda Civic that gets around 30-40mpg, spend $50 or less on spark plug wires, spend $10 on spark plugs, spend $10 on a new fuel filter, get new brake pads and rotors, new brake lines, new fuel lines, buy a timing belt, water pump, change the oil every 5000 miles with a decent brand and an oil filter that isn't made by Fram, and replace anything non-essential that is broken. I've not even mentioned $500 worth of parts and you've replaced most of the things that go wrong in an engine that hasn't been abused.

If you are so worried about having a reliable car you can just buy two of the above car. They are reliable to begin with and if one goes bad just drive the other till you can figure out and repair whatever is wrong with it.
16k for a new car you will be disappointed. I personally think buying new cast isn't very smart, as it depreciates dramatically in the first 2-3 years. Most car manufactures have a 75k mile warranty or even more. You can most likely get a 2007 or 2006 car for 20%-40% the cost of the same thing brand new. Its up to you of course. Dodge has some good deals going on right now with gas and power train warranty's. Hope this helps.
maybe a chevy aveo, dodge caliber, chevy cobalt, or ford focus.

use my links.
I have a 2003 chevy malibu. Has decent gas millage, under 16k. Just make sure you check how many miles the car has travelled. Check the history of the car, and make sure you check that all the features work properly.
